[摘　要]　为了了解目前中国承包商对PPP项目的风险认知现状，本文采用调查问卷和电话访谈的形式对承包商关于PPP 工程的风险认知情况进行了调查，并采用模糊层次分析法（fuzzy AHP）对调查结果进行评价和分析。分析的主要结论为大多数承包商虽熟悉和了解PPP工程的设计和施工，但仍然对融资和运营阶段不了解，他们比较关注PPP项目相关政策是否稳定，前期费用高，资金到位困难的问题，但是他们融资手段单一，缺乏市场和经济风险的意识，且重收益、轻服务。

Abstract: To gain a comprehensive understanding of contractors' risk perceptions of PPP projects and promote the consciousness of perceiving and managing risks of the parties who may enter into PPP projects (especially contractors)， this paper investigated the contractors' perceptions on risks associated with PPP projects through survey questionnaire and telephone interviews. The main findings show though most contractors understand the design and construction stages well， they don't thoroughly understand the financing and operation of PPP projects. They care about the importance of stability of the policies on PPP projects， the high cost at early stages and the availability of loan， however，they lack the consciousness of financing techniques， market and economic risks. In addition， while they paid close attention to revenues， little attention has been given to long term services.
