[摘　要]　对外承包工程是我国实施“走出去”战略的主要形式之一，对促进国民经济发展和扩大对外开放发挥着日益重要的作用。本文分析了我国对外承包工程的现状，阐述了对外承包工程竞争力提升中政府行为的必要性；针对我国加入WTO的新形势，探讨了在对外承包工程竞争力提升中政府行为的思想体系及政府行为的实施途径。

Abstract: Contracting foreign project is one of the main forms of the “going-out“ strategy. It plays an increasingly important role in promoting national economy and further opening.The paper analyses the current situation of China's contracting foreign projects，describes the necessity of government's role in enhancing the competitiveness of China's contracting foreign projects. Facing the new situation of China's accession to WTO, it discusses idea systems and ways about government's role in enhancing the competitiveness of China's contracting foreign projects.
