[摘　要]　通过分析指出吉林省现行棚户区改造工程的项目管理包括市场运作和政府主导两种模式，认为市场运作模式是适合吉林省实际情况的应然选择。完善市场运作模式的核心在于政府与房地产开发企业之间合同权利义务的对等。

Abstract: By analyzing that project management on shantytowns transformation in Jilin exist two models, market-oriented operation and government-led. Points out that market-oriented operation model is the right choice. To perfect this mode, the core is to balance the right and obligation under the contract between government and real estate enterprises.
