摘要：在对比13《计量规范》与08《计价规范》计量部分的基础上，剖析新《计量规范》的变化与亮点，探讨新规范编制的原则，并从编制《计量规范》应遵循的原则出发，指明新规范在项目划分、项目特征、工程量计算规则等方面存在的不足之处，为《计量规范》的下一步修订提出合理化建议，也为全面、准确的贯彻执行新规范以及解决当前工程计量、计价工作中的疑点、难点问题提供参考。

Abstract：In contrast to “Standard method of measurement” of 2013 and the metering section of “valuation norm” of 2008，this paper analyses the new changes of the standard method of measurement content and its highlights，discusses the principles of the new standard，points out the shortcomings of it in the project item division，project description and measurement of quantities rules，proposes the rationalization proposals for the next revision of “standard method of measurement”，provides the reference for carrying out the new standard fully and accurately，and thus to solve the doubtful points and difficult points in measurement and valuation for construction works.
