摘要：系统梳理PPP项目关键影响因素及其指标之间的逻辑关系，从消费者、项目、政府和项目公司四个维度构建公共项目公私合作有效性评价体系，并分析指标构成及其主要指标的内涵，以期为降低PPP项目风险、促进PPP项目顺利实施提供指导和借鉴。

Abstract：Combined with the lessons from the developed countries’ relevant experience，regime，mechanisms，policies and regulations，systemically arranges the key influential factors and the logical relations between its indexs. The paper establishes the system for the effectiveness evaluation of PPP project from the four dimensions which includes consumers，project，government and the corporations. And also，analyzes the formation of the indicators and the intension of primary indicators. Above all，the research hope to reduce the risks of PPP project and guide the PPP project to complete successfully.
