摘要：公租房的保障水平、以家庭为单位的租金补贴金额的测算是公租房制度设计中需要研究的核心问题。从公租房保障支出水平、公租房用地供给以及公租房建设标准三个维度，分析我国公租房的保障水平；提出以家庭为单位、分类型的公租房租金补贴测算方法。研究结果表明，我国公租房保障支出的整体水平存在着区域非均衡性，地方政府应当选择适合当地实际情况的公租房面积保障标准；目前应采取“住房补贴面积不同而单位住房面积的租金补贴相同”的思路，测算公租房货币补贴数额。

Abstract：The public rental housing security level and the housing rent subsidies of the family unit are the core problems for the design of public rental housing system. In this paper，analyzes the security level of Chinese public housing from the public rental housing security expenditure，the public rental housing land supply，and the construction standards of public rental housing three dimensions. Then，proposes the calculation methods of public housing rental subsidies based on the family unit and the different types. The results show that，the Chinese public rental housing has regional imbalance in security expenditure，the local governments should choose the security standards in accordance with the family size and the income level；at present，should adopt the mentality and the method of the “housing subsidies size is different，but the rent subsidies of each housing unit area are the same”，calculates the public rental housing subsidies.
