摘要：PPP产业基金有助于实现城镇化建设资金缺口与市场投资需求的对接，为新型城镇化提供资金和管理上的支持。基于我国PPP项目融资现状，分析PPP产业基金的设立意义；然后通过对PPP项目融资特点和产业基金运作一般模式的分析比较，对PPP产业基金的设立形式、募集对象、投资对象、退出方式、运作模式中的主要步骤等进行探讨，为我国推广PPP提供参考。

Abstract：PPP industry fund could bridge the gap between investment need and supply in new urbanization process，facilitating the urbanization with capital and management experience. Based on analysis of PPP project financing status in China，this paper analyzes the significance of setting up the PPP industry fund. Through analysis and comparison of the characteristics of PPP project financing and general operational mode of industry fund，discusses some critical issues concerning PPP industry fund，including establishment form，fund raising object，investment object，exit mechanism，operation mode of PPP industry fund，which is useful in promoting PPP application in China.
