摘要：城市新区是我国城镇化发展和城市空间延伸的主要载体，科学合理的规划及开发策略是新区可持续发展的保障。以空间生产理论为指导，从空间的使用价值、交换价值和资本循环理论出发，嫁接公共经济学和投融资理论，对城市新区开发进行理论解释，并相应提出溢价回收、政企合作和基础设施先行的规划开发策略，通过三个策略的融合统一使用，实现城市新区的资本增值、空间开发和新型城镇化的耦合发展。

Abstract：Urban new town is the main carrier of urbanization and urban spatial extension. The scientific and rational planning and development strategy is the guarantee of the sustainable development of new town. Guided by the space production theory，this paper focuses on the use value，exchange value and capital circulation theory and grafting investment and financing and public economics theory. The development strategy including value capture，Public Private Partnership and priority of infrastructure has been put forward to resolve the problem of coupling of capital appreciation，spatial development and the new urbanization.
