[摘　要]　随着近年来政府在政策上的支持，基础设施建设又迎来新一轮热潮，越来越多的民营企业开始积极投资于基础设施建设。相比于传统的商业投资，基础设施项目有其自身的特殊性，因此有必要根据民营企业在这一领域的优势、劣势，以及所面临的机会和威胁，制定合理的投资措施，以期充分发挥特许经营模式的优势。本文通过广泛的文献综述，归纳总结民营企业应采用的特许经营模式投资措施，为其投资基础设施领域提供相应的决策依据。

Abstract: In line with the government's policy support, a new round of infrastructure investment emerges and more private enterprises step foot in the infrastructure development. Compared with the traditional commercial investment, infrastructure projects have their inherent characteristics, such as high risks, huge investment, long-term contract, and etc. Therefore, it is necessary for private enterprises to seek for beneficial investment strategies in developing infrastructures, based on their strengths, weaknesses, opportunities and threats. This paper identified the respective strategies through a comprehensive literature review and expert interviews. These findings should provide a valuable reference for private enterprises that are willing to invest the infrastructure construction in China.
