摘要：根据我国建筑领域低碳发展中长期目标，分析不同阶段目标政策的需求特征，按照明确政策受益对象、体现个性化特征、鼓励性政策与限制性政策相结合、考虑多种经济激励手段的设计思路，考虑低碳建筑类型、阶段目标、政策类型等因素，提出2015～2050年包括激励政策和约束政策在内的政策框架。

Abstract：According to middle and long term development target of low-carbon emission of building field in China，analyzes the requirement characteristics of target policy in different stages. Adopts the design thought of making clear of benefit object of policy，personalizing features，combining policy of encouraging and restrictive，and considering variety of means of economic incentives. Considering the factors of different buildings，stages and policies，the study proposes the policy scheme from 2015 to 2050 including incentive policy and restraint policy.
