[摘　要]　建造师制度在中国的发展遇到了很多问题，有来自政府主管部门制定的相关政策的先天不足、操作性不强引起的，有从业人员自身素质参差不齐造成的，也有大量人员集中考核换证触发各种矛盾导致的。通过其与国际先进建造师制度的对比，分析建造师制度在中国实现本土化过程中存在的问题，并提出解决这些问题的建议和对策。

Abstract: Chinese constructor executive system has met many difficulties. The reasons are various such as the rele-vant policies towards the inherent shortages of the constructor executive system and lack of feasible measures, not all of the constructors are competent for their work, and that so many construction stuff need to be certified and registered leading to troubles. Compares with some advanced constructor executive systems, this paper analyzes several main problems which we should face about this system in China，and puts forward suggestions and advice on the problems.
