摘要：从施工全过程费用控制的角度，提出项目监理在施工准备阶段通过图纸会审、方案审定进行事前控制；在建设实施阶段通过物资计量、变更签证进行事中控制；在竣工验收阶段通过整理、审核竣工结算资料进行事后控制的工程费用管理的方法和措施，并通过工程实例对其实施效果进行验证。

Abstract：From the whole process construction cost control perspective，proposes the project cost management content，methods and measures of project supervision. In the preparation of construction stage，carries on pre-control through the joint review of the drawings and the validation programme. In the construction of the implementation stage，carries on in-process control through materials measurement，changing the visa. In the completion acceptance stage，carries on post-control through the collation，auditing the completion settlement data. Lastly，verifies the implementation effect from some project examples.
