摘要：基于资源与能源的约束和环境保护的要求，我国政府有关部门陆续出台了一些节能减排相关政策，但实施效果仍有待加强。基于内容分析法，梳理已发布在相关政策中关于低碳住宅的条文，构建基于内容分析法的低碳住宅政策分析框架，并进行统计分析，由此提出相应的政策思考与建议，为后续的政策效应分析打下基础。

Abstract：Based on the restraint of resource and energy as well as the request of environmental protection，government has been introducing policies about energy-saving and pollution emission reduction these years，but the implementation effect need to be strengthened. Based on content analysis，found the policy articles related to the low-carbon housing which have been introduced already firstly. Then，formed the low-carbon housing policy analysis framework based on content analysis，also carried on the corresponding statistical analysis. Lastly，proposed the corresponding policy thinking and suggestion，so as to lay a foundation for the policy effect analysis in future.
