摘要：从解析住房需求特别是保障房需求特点入手，阐述住房保障政策选择的原则、目标、方式及路径，回答目前困扰政府和学术界的保障对象、保障标准、保障方式等系列基本问题。同时，针对当前的保障房供需不匹配问题，从法制、规划、管理、技术等层面提出完善住房保障政策的建议。

Abstract：Based on the analytical demand for housing，especially housing demand characteristics，expounds the principles of housing security policy choice，objectives，methods and paths，who answered the government and academia at present security，security standard，the safeguard way，etc. series of basic problems. At the same time，in view of the current problems of affordable housing supply and demand do not match，puts forward the suggestions to perfect the housing security policy from the legal system，planning，management and technology level.
