摘要：结合我国建设工程监理的发展历程和国际惯例，剖析 “小业主、大监理”以及“大业主、小监理”模式的由来，阐释两种模式的内涵，指出 “小业主、大监理”模式的优越性，并就该模式在应用过程中需要注意的问题，提出包括明确监理与业主的职责划分、防止业主对监理的不当干预、树立“监理是业主代表”的理念等建议。

Abstract：Based on the development history of construction supervision in China and international practice，this paper deeply analyzes the origin and meaning of “Small Client and Big Consultant” and “Big Client and Small Consultant”，compares their differences and presents the advantages of “Small Client and Big Consultant” model，puts forward suggestions on some points of attention in practical application，including clear definition of responsibilities between employer and consultant，avoidance of employer’s improper interference，and seeing the consultant as employer’s representative.
