摘要：基于年代发展的时间纬度，探讨新加坡组屋发展历程及不同时期的特点，研究组屋建设与管理的成功经验，阐述新加坡政府在组屋发展中高效有力、与时俱进、科学规划土地，规范运作机制，不断调整发展策略，时时体现以人为本等理念，为我国城市化发展中的保障性住房建设提供参考。

Abstract：Based on years of time latitude the paper explores the development process and the charac teristics of different period of public housing and studies the experience and management. The research tells us that the Singapore government makes land planning scientifically，standardized operation mechanism efficiently and effectively，adjust strategy constantly and reflect the people-oriented concept，which can provide important reference and inspiration for China in the development of the affordable housing.
