摘要：分析政府投资代建制项目基本内涵及其特点，基于博弈矩阵，对政府投资代建制项目的招标过程及收益进行分析，提出招标阶段防范代建单位逆向选择风险的监管策略。

Abstract：The paper analyzes the basic connotation，character of government investment agent-construction projects. Then，analyzes the bidding process and gains of the projects based on the game matrix. Finally，proposes several strategy suggestions against the risk of adverse selection of agent units in the bidding stages.
