摘要：根据《建设工程工程量清单计价规范》，分析招标控制价和施工方案对立统一的关系，并以工程实例分析施工方案对招标控制价的影响，重点分析不编制施工方案、施工方案选择不当、不参照招标文件编制等问题对招标控制价的影响。提出合理确定招标控制价的步骤和措施，包括组建包含工程技术人员和造价人员的招标控制价编制小组，由工程技术人员根据施工图纸编制施工方案，由造价人员编制工程量清单和招标控制价，由技术负责人复核审批招标控制价。

Abstract：Based on the “Code of bills of quantities and valuation for construction words”，this paper analyzes the unity of opposites between the tender control price and construction scheme，then with several engineering examples analyzes the impact of the construction scheme for the tender control price. This paper analyzes the impact of the tender control price for no construction scheme，error choosing construction scheme，not prepared according to bidding documents. Lastly，puts forward the reasonable determination of the steps and measures of the tender control price，inclucling sets up including configuration of engineering technicians and cost engineering technician organization；engineering technicians compiles bidding documents；cost engineering technician compiles bills of quantities and tender control price；technical director reviews and approves the tender control price.
