[摘　要]　针对设计招标工作开展过程中存在的不规范或不适宜的行为，《建筑工程方案设计招标投标管理办法》应时而生。介绍了该办法出台的背景、起草原则，论述其解决的主要问题，并就其完善、强化的主要内容进行阐释。

Abstract: According to the nonstandard or unsuitability behavior in design bidding, Administrative Measures of Bidding for Construction Scheme Design is promulgated. To this administrative measures, the paper introduces the background and drafting principle, discusses the main problems to solve, explains the main contents to perfect and strengthen.
