摘要：首先依据公共项目的特点，借鉴成熟度和SCP范式模型，提出涵盖代建结构和代建行为两大系统内容的三维管理评价模型，然后通过文献检索和问卷调查的方式，细化提炼评价维度，建立了代建项目管理的可拓评价模型，最后通过实证研究，对模型的应用结果进行全面的分析，为项目的代建管理绩效评价提供参考。

Abstract：Firstly，establishes a three-dimensional management evaluation model covering agent structure system and agent behavior system based on SCP（Structure-Conduct-Performance）analysis paradigm and maturity model according to the characteristics of the public project. Secondly，this paper further refines evaluation dimension and establishes an extension evaluation model through literature review and questionnaire survey. Finally，the author analyzes the results of application comprehensively so that to provide reference for management performance evaluation of project through the empirical research on the application of the model.
