摘要：鉴于监理单位是项目施工过程中质量、投资、进度控制和施工合同管理的重要主体，提出向前、向后延伸监理工作范围，参与项目管理全过程，以消除各参建方缺乏全局观念导致的投资控制难、合同管理难和责任推诿等问题，并解决项目建设单位专业力量不足、无法对相关阶段工作进行有效管理的问题。

Abstract：Considering that supervision company plays the important role in the process of project construction quality，investment，progress control and construction contract management，the paper puts forward that extending forward and backward of the range of supervision work so that supervision company can manage the all process of the project，eliminate the problems that the participated parties in every stage have no overall viewpoints on investment control，contract management and bearing responsibility，and solve the problems that project construction unit is short of human resources on construction managements and every stage can not be linked effectively.
