摘要：依据公路工程和市政工程概算编制办法，通过天津市的工程实例，分析和研究公路、市政计价体系下桥梁工程概算的差异，梳理并分析主要影响因素，以指导桥梁投资估算和设计概算的编制，为今后定额的完善提供参考。

Abstract：According to the basis of preparation in estimates between municipal bridge and roads bridges，by the example of Tianjin，analyzes and researches the differences in cost estimates under fixed system of highway and municipal administration，summarizes the main influence factors，guides the preparation of the investment estimates and preliminary estimates，to provide reference for the improvement of the quota.
