[摘　要]　根据材料采购招标市场的现状，分析了以他人名义投标的常见表现形式及其危害，从前期预防、过程纠堵与系统治理三方面着手，提出了“以防为主、纠堵并举、防治结合”的防范策略，从而促使投标人自觉依法行事，培育科学规范的采购招标市场。

Abstract: According to the status of material purchase tender market，the paper analyzes the common manifestation and harm of bid in the name of other people. From the three aspects of prophase prevention， process plugging and system management， the paper points out that we should put prevention first， correct violation behavior and plug its source in time and integrate prevention and treatment. The countermeasure can effectively spur bidder up to bid lawfully， and construct a scientific and normative purchase tender market.
