摘要：水利工程设计概算必须依据设计工程量、施工组织设计，按概算编制规定及概算定额进行编制。编制中常见的问题主要有：主要材料预算价格、自采砂石料单价计算不符合规定；工程单价项目标示不全及分析计算错漏；工程概算项目划分不规范、工程量计算错误或与单价不对应等。改进措施主要是转变思想观念、加强与设计专业沟通、修订概算编制规定及概算定额等。

Abstract：Hydraulic engineering design budget must be based on the design engineering，construction management planning，budget preparation and budget quota. The main problems of design budget includes the calculation of the main materials and mined aggregate price does not comply with the provisions；the unit price project marked incomplete and calculation errors；the project budget division is not standard，engineering calculation error or do not correspond with the unit price. The improvement measures is to change ideas，strengthen the communication with design professional，and revise budget requirements and budget quota，etc.
