摘要：就2013工程量清单计价规范条款中第三类估价原则——没有适用也没有类似项价格确定问题进行探讨。首先从规范与合同范本及实践角度对没有适用也没有类似项项目进行范围界定，然后寻找价格确定的两个关键问题——承包商报价调整和下浮率确定，最终得到确定两类关键问题的方法及公式，并以相关工程实例进行验证。

Abstract：This paper discusses the third valuation principles of no specified or similar work price determination problems under Code of Bill of Quantities and Valuation for Construction Works（2013 version）. Firstly，through the code of valuation and contract template，the scope of no specified or similar work is defined. Secondly，the two key issues of adjustment of price quoted by contractor and rate of discount are determined，and their determination methods and formulas are gotten，meanwhile，it is verified by a relevant project case.
