大坝“灰色足迹”概念及评价体系探讨

[摘 要] 大坝能够改变水资源天然分配不均的状况,在防洪、供水和发电等方面具有重要的作用。但是,大坝建设在促进经济社会发展的同时,也引起了一系列的生态与环境问题,进而制约我国经济社会发展。忽视水利水电工程生态负面效应和对水利水电工程的生态作用进行全面否定的观点都是片面的。针对水利水电工程的生态特点,首次提出大坝的“灰色足迹”理念,构建大坝的“灰色足迹”评价指标体系,探讨江河开发的灰色结果。

Abstract: Dam can change the unevenly status of the water resource by nature. And the dams can give full play to flood control, water supply, yield electricity, etc. On the one hand, dam promotes the development of society and economy, but on the other it will set off ecological and environment problems and then restrain the development. It is a one-sided view to ignore the negative ecological effect or to deny the ecological function completely to the water conservancy project. In order to probe into the grey result of the river developing, grey footprint idea is advanced firstly which is directed at the ecological feature of the water conservancy project. It makes an attempt on structuring an evaluation index system for the grey footprint of the dam.
