摘要：以住房保障的相关立法为研究对象，借鉴德国、新加坡、我国香港地区的立法经验，分析我国住房保障在立法层面存在的问题，从建立具有执行力的住房保障机构、设定罪责相应的惩罚措施、加强住房保障工作的监督管理三个方面提出我国《基本住房保障法》的立法建议。

Abstract：This paper analyzes the legislation of housing security by using the legislative experience of Germany，Singapore and Hong Kong，and reveals some problems about the legislation of housing security，legislative proposals for the Basic Housing Security Law are proposed based on three aspects：setting up a strongly-enforced housing security organization，providing strict punitive measures and strengthening the supervision and management of the work of housing security.
