摘要：基于价值工程原理，结合水坝工程项目的建设特征，分析项目施工在指标测算、系统功效定位等方面存在的问题；应用给分量化评估和方案专家评估方法，对样本项目实际施工功效指数、成本指数和价格指数进行比对分析；从相关消耗、功效提升等角度量化分析不同方案的效能、综合成本耗费，确立适合样本项目的最优方案与配套实施措施。

Abstract：Based on the theory of value engineering and combined with dam plant construction characters, analyzes the existing problems about index testing and function positions of system for project construction. With components evaluation and expert evaluation, the comparative analysis of the actual efficacy index, cost index and price index of sample project is made. Quantitatively analyzes the effectiveness and comprehensive cost-consuming for different schemes from the views of consumption, efficacy promotion and so on, to determine the optimal scheme and supporting-implementation-measures for the sample project.
