摘要：从PPP模式及风险分担研究现状入手，研究发现基础设施服务效率、风险控制成本及风险分担之间存在风险分担的合理区间。基于风险分担要在合理分担区间进行设计的原理，对分担机制进行假设界定和风险偏好分析，提出风险分担流程，并根据风险分担原则构建了分担的框架。

Abstract：Starting from the current state of the risk sharing of PPP project，a reasonable interval of risk sharing is found among the infrastructure service efficiency，the cost of risk control and risk sharing. Then，the sharing mechanism of risk is defined hypothetically and the risk preference is analyzed based on the principle that the design of risk sharing must be proceeded in reasonable interval. The process of risk sharing is put forward and a sharing framework is built. Finally，the operability and feasibility of sharing framework is evaluated.
