[摘　要]　通过对国内外城镇化发展规律的研究，揭示政府职能科学定位的重要性和推动资本逆城镇化的必要性，探讨财政体制设计、多方引导资本投入、改革财政支农资金使用方式等城镇化相关制度优化和政策设计的具体措施。

Abstract: Through researching the development law of urbanization domestic and abroad, the paper reveals the importance of scientific orientation of government functions and the necessity of promoting the capital counter-urbanizing, discusses the specific measures of related system optimization and policies design from the urbanization aspects of financial system design, multi-boot funding and the reform of financial fund for agriculture use.
