[摘　要]　引入非政府资金参加政府保障性住房工程投资、融资、建设，对拓宽投资渠道、缓解政府财政资金压力具有重要作用。指出政府保障性住房建设工程BT模式招标存在的问题，提出解决问题的建议，并结合保障性住房建设工程BT模式招标案例分析，探讨政府保障性住房建设工程BT模式招标的新思路、新方法，以满足政府保障性住房建设工程BT模式招标的需要。

Abstract: The introduction of non government funds into government affordable housing project investment, financing and construction, plays an important role in easing pressure on government funds and broadening the investment channels. This paper points out the existing problems in government affordable housing projects bidding under BT mode, puts forward some suggestions, and discusses the new ideas and new methods based on case analysis of government affordable housing projects bidding under BT mode, to meet the needs of projects bidding under BT mode for government affordable housing.
