[摘　要]　PPP是政府与私营部门合作，促进公共项目发展的重要模式，信任作为双方建立稳定合作关系的基础，对合作项目的绩效影响重大。基于理论推导提出假设：在PPP项目中，公私双方之间的信任与政府绩效成倒U型关系；信任作为专用资产投资产生正向影响；合作双方投入的专用资产与政府绩效成倒U型关系。最后构建PPP项目背景下信任、专用资产投资与政府绩效三者关系的理论模型。

Abstract: PPP is a vital model of the cooperation between public and private sector, which can spur the development of public project. Trust which is the basis between the cooperation between public and private sector exerts basically and profound influence on project efficiency. Based on related theory, we will conclude this assumption that in PPP projects, the relationship between the trust which is the foundation of cooperation between public and private sector and project performance presents an inverted-U type; trust will play a positive role on the specialized assets investment; the relationship between specific assets investment and project performance shows an inverted-U shape. Then we will build the theoretical model among the trust、exclusive asset and project performance of a PPP project.
