[摘　要]　从技术标准规范、多层次经济激励等六方面分析国外既有建筑节能改造政策建设与实践特点；从政策构建的总体趋势、试点工程等四方面总结我国既有建筑节能改造政策法规构建的实践特征。通过与发达国家的政策构建实践对比，发现我国在政策体系的完备性、动态性、可操作性、系统性、层次性及地区差异性方面存在欠缺。提出基于市场成熟度探讨政策体系框架的合理构架与结构改进优化机理的研究方向。

Abstract: This paper analyses policy construction and practical characteristics in Energy Efficiency in Existing Buildings abroad from six aspects: technical standards, regulations and so on. It summarizes practical characteristics of policy system construction in EEEB in China from four aspects: the policy construction trend, building pilot projects etc. Compared with the practice of developed countries, the policy system in our country has some problems and drawbacks in completeness, dynamics, maneuverability, systematicness, hierarchy and regional differences. Finally, it puts forward the research direction of constructing reasonable structure and exploring optimization mechanism of policy system based on market maturity in EEEB.
