[摘　要]　分析工程建设领域安全文明施工措施费管理及抽水蓄能电站安全管理现状，从将安全文明施工措施费列为招标非竞争费用、明确使用范围、合理制定管理办法、强化过程管理四个方面，提出加强安全文明施工措施费管理的具体措施。

Abstract: This article analyzes the current situation and the existing problems in pumped-storage power station construction safety and civilized construction measures management, makes four proposals including safety measures civilization construction expense as tender non competition fees, determine appropriates cope of application, drawing up management rules, strengthen entire process of management. For the purpose of utilizing the economical method, impetus security civilization construction level.
