[摘　要]　针对BT项目风险的内外部动因，从项目运作的逻辑归因、时间进度与成本控制、质量技术保障三个维度进行研究，构建风险化解机制三维理论模型。该模型有规律地揭示出各类风险滋生的根源，既从理顺政府角色定位、引导理性投资、政府监管由控制型转向市场决定型来营造外部风险化解机制，又按照招投标、投融资、项目分包施工、移交回购等阶段构建内部风险分担机制，从而为BT项目顺利运作清除风险障碍。

Abstract: Against internal and external causes of BT project risk，from a logical project operation attributed ，time the progress with the cost control，quality technical guarantee three dimensions，constructs risk resolving mechanisms three-dimensional theoretical model. The model reveals the root cause of follow the pattern of the breeding of various risks. Not only from the government rationalize role positioning，guided rational investment, regulated by government controlled type towards market-based decision to create an external risk resolving mechanism. Also accordance with bidding，investment and financing, subcontracting construction projects, project stages constructed an internal handed over repurchase in risk-sharing mechanisms. Thereby clear the risk of obstacles for the smooth functioning of BT project.
