[摘　要]　风电项目具有工期短、涉及专业多、不可预见因素多等显著特点。通过施工准备阶段的经营策划发挥主动控制的优势，确保目标成本的实现。从风电项目经营管理实际需要出发，总结借鉴有关行业经营管理成功经验，深入探讨经营策划的细节，旨在提高经营策划书编制的实用性、针对性和可操作性，真正实现经营策划对施工成本管理的指导性作用。

Abstract: Wind power project has involved more than professional, short construction period, unforeseen by many factors other notable features. By construction preparation stage business planning play the advantages of active control, to ensure the realization of the target cost. In this paper, the actual wind power project management needs, summed learn from other successful industry management experience, in-depth study of the preparation of business planning details, designed to improve the practicality of business planning preparation, targeted and operable, the real business planning for construction cost management guiding role.
