工程设计单位科研创新存在问题及对策

[摘 要] 科研创新能力薄弱是制约我国工程设计水平和工程建设效益提高的关键因素之一,如何提高科研创新能力和效益是我国工程设计行业亟待研究解决的一个重要课题。根据从事工程设计科研及管理工作的体会,从科研团队建设、课题立项、管理模式、研究周期、信息环境、软硬件建设、学科交叉、考核评价和激励机制等方面,探讨提高工程设计单位科研创新能力和效益的途径。

Abstract: Weak research and innovation capacity is a key factor to restrict development of engineering design industry and benefit improvement of engineering construction. It is an important problem how to improve research and innovation capability and benefit of the engineering design industry in China, which is urgent to be studied and to be solved. Based on the research and management experience of the authors in engineering research, this paper analyzes the characteristics of the engineering research and innovation. Some of the approaches are discussed to improve the research and innovation capacity of engineering design institutes from follow aspects: construction of research team, research project establishment, management model, research cycle, information environment, construction of hardware and software conditions, the checking and assessment and the incentive mechanism.
