[摘　要]　依据《招标投标法》的规定，我国现阶段普遍采用合理低价评标法。为解决“合理低价”这一关键问题，本文利用离差最大化算法建立评价指标体系，确定各评价指标权重，从而对整个工程项目报价的合理性进行量化，据以对投标报价的合理性、可行性进行了分析判断，进而减少评标过程中的主观性。

Abstract: Our country applies the low and reasonable price method at the present stage by The Bidding and Bid Law. In order to achieve the reasonable low price， this paper establishes the system of evaluation index， confirms every evaluation index weight， thus rationality of quotation to whole project is quantized. According to this， the rationality and feasibility of the bid quotation can be judged， and then the subjectivity in the tender evaluation course could be reduced.
