[摘　要]　通过对上海洋山港决策、投资、建设和运营的全过程调研，对利用地方国有资产加快基础设施建设提出初步的探讨和分析，旨在推进国有资本向基础设施领域投资，提升基础设施建设和运营的市场化水平。

Abstract: According to whole process investigation to decision, investment, construction and operation of Yangshan Harbour in Shanghai, primary dicussion and analysis about making use of local state-run capital for improving infrastructure construction is proposed in this paper. It works for encouraging state-run capital investment to infrastructure field, and enhancing infrastructure construction and operation′s market mechanism level.
