[摘　要]　针对准公共项目存在公益性支出、其收益难以弥补项目投资及经营成本的现状，在确立公益性损耗补偿范围与原则的基础上，提出应用效益成本法、等效功能替代法确定公益性损耗补偿标准与投资分摊比例，分析补偿资金来源和补偿方式，并结合典型准公共项目探讨补偿机制的实施步骤，以规范补偿政策，促进社会资金参与准公共项目建设管理。

Abstract: For the status of the quasi-public projects exist public welfare spending，its income is difficult to make up for investment and operating costs. On the basis of establishing the compensation scope and principles of the public welfare loss，the thesis proposes the method of application benefit cost and equivalent functionality substitution to determine the compensation standards of the public welfare loss and the share proportion to investment, analyzes the source of compensation funding and the mode of compensation, and to combine with typical quasi-public projects to explore the implementation steps of compensation mechanism, through standardize compensation policy, in order to promote social funds to participate the construction of the quasi-public project.
