[摘　要]　针对国际承包工程物资采购所处的复杂环境特征，提出物资采购环境动荡性问题，分析其内涵、维度划分及类别，构建国际承包工程物资采购环境动荡性指标体系，并提出环境动荡性评估方法与应对策略，为我国国际工程承包企业主动识别并积极应对采购环境的动荡性，提高物资采购管理水平提供借鉴。

Abstract: Considering the complicated environmental characteristics of materials procurement in international construction project contracting, the paper proposes the question of the turbulences of materials procurement environment, analyzes its definition, dimensions and types. An environment turbulences index system of materials procurement for international project contracting is proposed. Then, evaluation method and countermeasures to environmental turbulences are suggested. The results provide a reference for China international contractors to identify and respond the environmental turbulence actively, and help to improve the material procurement management.
