[摘　要]　在工程量清单计价模式下，招标控制价对工程造价的合理控制起到了重要作用，但现阶段招标控制价在使用方面出现了一些问题，偏离了其本质作用和意义，本文通过分析招标控制价编制中存在的问题，指出解决这些问题的方法和途径。

Abstract: Under the pattern of bills of quantities and valuation, tender sum limit plays an important role on controlling cost, but the current use of tender sum limit has lots of problems, so that the tender sum limit deviates from its essential function and meaning, the paper analyses the problems in tender sum limit compilation, points out the countermeasures on this basis.
