[摘　要]　针对现阶段保障房项目运营难、管理难的现状，结合上海地区保障房项目的特点，从项目全过程统筹管理的视角，探讨保障房使用阶段的运营机制，提出从前期介入机制、使用阶段的经营机制、监管机制以及法律法规体系入手，应对当前保障房建设和运营“双轨制”所造成的问题。

Abstract: In order to solve the difficulties in operation and management of current indemnificatory apartment, this paper analyzes the characteristics of the indemnificatory apartment project in shanghai. On this basis, from the perspective of whole process overall management, we discuss the operating mechanism in use phase of the indemnificatory apartment in Shanghai and establish an operational framework. Four aspects of early intervention mechanism, operations mechanism, regulatory mechanism and laws system are recommended to solve the current problems caused by 'two-track system' of indemnificatory apartment construction and operation.
