[摘　要]　对成本控制管理观念、目标考核制度及量化指标、奖惩制度等方面存在的问题进行分析，并结合成本控制的制度建设和实际案例，在管控制度、架构模式、施工技术、工料机消耗、质量安全、工期、合同管理等方面提出确立成本控制目标，建立成本预控体系；健全成本运行机制和奖惩制度等对策，为同行业改善施工成本控制提供参考。

Abstract: In this paper, the authors analyzes of problems existing in cost control management concept, target appraisal system and quantitative indicators, the system of rewards and punishments, etc, combines with the company on the cost control of the system construction and application situation of actual case, puts forward the corresponding countermeasure and suggestion about control target from the control system, architectural patterns, construction technology, material consumption, quality and safety, time limit for a project, contract management and other aspects, provides a reference for the construction cost control and enterprise development.
