[摘　要]　代建制是政府建造非盈利项目的重要模式，但目前政府激励机制的缺乏在一定程度上造成代建制发展相对迟缓。在分析当前我国代建制项目激励机制存在的问题基础上，通过探究代建单位建设净利润的构成方式，综合考虑代建单位的努力程度、努力成本、成本工期节约量、建设项目风险、建设项目投资量以及代建单位的社会信誉、利益等因素，提出定量计算代建单位努力程度以及政策激励系数的方法。

Abstract: Agent-construction is an important mode to build a nonprofit project. But now its develop- ment is relatively slow, mainly due to the lack of incentive mechanism. Based on the problems exist- ing in the incentive mechanism, the net profit of construction agent is studied considering their effort degree, effort cost, cost and time savings, project risk, investment and social credit interest. And the quantitative calculating method of construction agent's effort degree and incentive coefficient are put forward.
