[摘　要]　国内政府工程代建制主要有市场化和集中管理两种模式，以实施市场化和集中管理模式的代表性城市为研究对象，具体分析两种代建制模式的优点和不足。在代建制的委托代理关系中，存在政府工程管理部门和建设单位的信息不对称，通过委托代理模型分析代建制中的主要风险。在此基础上，提出政策建议，应对代建单位进行绩效考评，完善代建单位的激励约束机制，建立代建工程的履约担保制度，整合配置多部门的协调合作，强化代建过程的监督管理。

Abstract: There are two mainly government project agent construction management mode: market-oriented and centralized management. The paper selects representative city as the research object, analyzes the advantages and disadvantages of two kinds of agent construction system. In the principal-agent relationship of agent construction system, information is asymmetric between government project management and the construction unit. Through the principal-agent model, this paper researches the main risks in the agent. On this basis, the paper put forward policy recommendations: the government should evaluate the performance with the construction unit; improve the incentive and restraint mechanism of agent construction units; build guarantee system of construction project; integrate coordination of multiple departments; strengthen the supervision and management of construction process.
