[摘　要]　在我国城市化和住房商品化进程中，小产权房问题迫切需要得到解决。分析认为小产权房治理效果不理想的主要原因在于治理机制不健全，从完善立法、增强公众参与治理的意识和能力、重视治理组织的建设等方面提出具体建议。研究有助于促进小产权房治理理论与实践的发展。

Abstract: In the process of urbanization and housing commercialization in China, the problems of the houses with limited property rights（HLPR） need to be solved urgently. The present situations and problems of the HLPR are analyzed. The results show that it is the main reason for poor governance effect which the governance mechanisms are not perfect. Some suggestions are put forward from perfecting legislation, strengthening the consciousness and the ability of public participation in governance and attaching importance to the construction of governance organization. The resucts are helpful to promote the development of governance theory and practice of the HLPR.
