小产权房发展现状及根治对策

[摘 要] 在城乡二元土地制度以及强劲需求拉动、各方利益驱动的共同作用下,小产权房规模不断扩大,并造成多种不利影响。根治小产权房,需要统一城乡建设规划、建立城乡统一的建设用地市场、改革农民宅基地及住房制度、转变住房供应模式、大力支持小城镇发展以及统筹城乡资源发展保障性住房。

Abstract: On the urban-rural dual land system, besides the effect of strong demand and profit driven to related bodies, the scale of limited property house has been expanded. It makes many adverse effects. In order to fundamentally address this problem, it is necessary to establish a unified urban and rural construction planning, build a unified construction land market between urban and rural areas, reform system of housing and rural homestead, change housing supply pattern, strongly support development of small towns, develop low income housing using urban and rural resources.
