[摘　要]　“包工头”是个人行为，不承担法人责任，抗风险能力差，容易发生拖欠工资等问题，是政府主管部门整顿的重点。成本较低、用工方便等是其存在的主要原因。通过对建筑行业“包工头”用工现象和本质原因的分析，提出用市场经济的手段解决“包工头”问题的对策。

Abstract: As an individual behavior, the labor contractor isn't bear corporate liability, has low anti-risk ability, and easy to cause arrears of wages. It is the major task for the rectification of governmental responsible department. The main reasons of it's existing are the low cost, convenience emplyment and so on. Through the analysis of it's phenomenon and essential reason, the paper puts forward some market economical countermeasures to solve this problem.
