[摘　要]　基于深圳市龙岗区政府投资项目统计数据，结合深圳国际低碳城会展中心项目特点，以价值工程理论为核心设计深圳国际低碳城会展中心激励合同，以确保工程在工期极度紧张的情况下保质保量完成，为类似工程的合同激励模式和措施提供参考。

Abstract: On the basis of the statistical data of government investment project in Longgang district in Shenzhen, combining with the project function of Shenzhen international low carbon city conference and exhibition center, designs its incentive contract with the core of value engineering, to ensure the project completion with full quality and quantity under extremely tight schedule, as well as to provide reference for similar projects on contract incentive model and measure.
